They asked Hormuz for what fault did he find in his father’s ministers

They asked Hormuz (the Persian king): What fault did you find in your father’s ministers that you ordered them imprisoned?
He replied: I didn’t see any obvious fault, but I saw that my authority (the awe and respect due to the king) in their hearts was very weak, and they didn’t fully trust my right to rule. So I feared that they might be afraid for their own lives because of me, and that they might attempt to kill me!

Therefore, I applied the saying of the wise:

Beware of him who fears you, O wise one,
Even if you fight a hundred like him.

For the snake bites the shepherd’s leg
Because it (the snake) fears that its head will be crushed with a stone.

Don’t you see that a cat, when it is helpless,
bares its claws in front of the tiger’s eyes?

Arabic Translation

قالوا لهرمز (ملك فارسي): ما الخطأ الذي رأيته في وزراء أبيك حتى أمرتَ بحبسهم؟
قال: لم أرَ خطأً واضحًا، لكني رأيتُ أن هيبتي (الخوف من الملك/المهابة) في قلوبهم قليلة جدًا، ولا يثقون بملكي (أحقية مُلكي) ثقةً كاملة، فخفتُ أن يكونوا هم خائفين على أنفسهم مني، فيُقدموا على قتلي!

فطبّقتُ قول الحكماءِ:

احذرْ من الذي يخافك، أيها الحكيم
وإن قاتلتَ مئة من مثلهِ

فالثعبان يَلدغ رِجل الراعي
لأنه (الثعبان) يخاف أن يُسحق رأسه بحجرٍ

ألا ترى أن القطّ إذا كان عاجزاً،
يُخرج مخالبَه أمام عين النمرِ؟

Persian Story

هرمز را گفتند: وزیرانِ پدر را چه خطا دیدی که بند فرمودی؟

گفت: خطایی معلوم نکردم و لیکن دیدم که مَهابتِ من در دلِ ایشان، بی‌کران است و بر عهدِ من اعتمادِ کلّی ندارند.

ترسیدم از بیمِ گزندِ خویش آهنگِ هلاکِ من کنند پس قولِ حکما را کار بستم که گفته‌اند:

از آن کز تو ترسد بترس ای حکیم

وگر با چون او صد برآیی به جنگ

از آن مار بر پایِ راعی زند

که ترسد سرش را بکوبد به سنگ

نبینی که چون گربه عاجز شود

برآرد به چنگال چشمِ پلنگ؟
