It is the king’s duty to confront the oppressors, the chief of police’s duty to confront murderers and criminals, and the judge’s duty to adjudicate between disputants.
Two disputants who have found a mutually agreeable solution to their dispute (each giving the other their due) should not go to the judge.
When you know clearly that a right must be given to its owner,
it is better to give the right gently than to harbor enmity in times of hardship.
(When the right is due and demanded, give it gently so that it does not reach the stage of enmity in times of hardship, when you cannot return this right to its owner. For example, a debt must be repaid on time, rather than harboring enmity when you are unable to repay it.)
If someone does not willingly pay the taxes due for their work to the authorities, they will be taken from them by force, along with the salary of the commander who carries out the king’s order.
Arabic Translation
واجب الملك التصدي للظالمين، ورئيس الشرطة لمواجهة القاتلين والمفدسين، والقاضي واجبه الفصل بين المتخاصمين
لا يذهب خَصمان وجدا حلاً لخصومتهما بالتراضي بحقٍ (أعطى كل منهم حق الأخر) إلى القاضي
عندما تَعلم بوضوح أن الحَق يَجب أن يُعطى لصاحبهِ
أفضل أعطاء الحق باللطف، مِن العداوة في الضيقِ
(وقت استحقاق الحق والطلب، اعطيه بلطف، لكي لا يصل لمرحلة العدواة في مرحلة الضيق، عندما لايمكن أن ترد هذا الحق لصاحبهِ، مثلا الدين، يجب رده في وقته، بدلا من العداوة في وقت عدم الاستطاعة في رد الدين)
إذا لم يدفع أحد ضريبة عملهِ بنفس راضية للسلطة
يأخذونه منه بالقوة، ومعها راتب القائد الذي يطبق أمر الملك

شاه از بهر دفع ستمکاران است و شحنه برای خونخواران و قاضی مصلحت جوی طراران، هرگز دو خصم به حق راضی پیش قاضی نروند
چو حق معاینه دانی که میبباید داد
به لطف به که به جنگاوری به دلتنگی
خراج اگر نگزارد کسی به طیبت نفس
به قهر از او بستانند و مزد سرهنگی
