The purpose of the Quran’s revelation is to acquire good character from its verses, not merely to recite the written chapters (not just empty, meaningless reading).
The devout layperson who walks the path of truth, following the teachings revealed in the Quran for all humanity to adhere to, is better than the negligent scholar who sleeps soundly on his horse (he only learned knowledge but didn’t act upon it, asleep, unaware of what happened or where his horse has reached in its journey).
The sinner who raises his hands in repentance to God, seeking forgiveness for his sins, is better than the worshiper who boasts of his knowledge before others.
And the leader of the army who is kind and gentle with people is better than the jurist who harms them
Arabic Translation
الغايةُ مِن نُزولِ القُرآنِ هي إكتسابُ الخُلُقِ الحَسَن من أيات الذكر الحكيم، لا مُجرَّدُ ترتيلِ السُّوَرِ المَكتوبة (لا مُجرد قراءة صَماء جَوفاء)
العاميُّ العَابدُ الذي يَسيرُ (على طريق الحق، ما أنزل الله في القرأن من تعاليم لكي يلتزم بها جميع الخلق)
خَيرٌ من العالِمِ المُتهاونِ النائمِ على فَرسِه (فقط تعلم العلِم ولم يعمل به، نائم لا يدري ما حدث، ولا اين وصلت فرسه في المَسير)
العاصي الذي يَرفعُ يديهِ (تائباً لله، لكي يَغفر ذُنوبهِ)
خَيرٌ من العابدِ الذي يَشمخُ برأسِهِ (كِبراً) بعلمهِ أمام الناس
وقائدُ الجُندِ لطيفُ الخُلُقِ مع الناسِ
خَيرٌ من الفقيهِ الذي يُؤذيهم

مراد از نزول قرآن تحصیل سیرت خوب است نه ترتیل سورت مکتوب
عامی متعبد پیادهٔ رفته است
و عالم متهاون سوار خفته
عاصی که دست بر دارد
به از عابد که در سر دارد
سرهنگ لطیفخوی دلدار
بهتر ز فقیه مردمآزار
